Final conference on 8th November 2011 in Györ/Hungary! --> click here

From 7th to 9th of November 2011 SCINNOPOLI partners have organized their 9th and final project meeting in Györ / West Transdanubia (Hungary) with the SCINNOPOLI conference on 8th November as highlight.
About 90 participants attended the Final Conference of SCINNOPOLI. From DG Regio Luisa Sanches hold her key note speech about Regional Innovation Strategies for Smart Specialization RIS3 and Petra Polaskova from the Information Point East of the INTERREG IVC Program gave an insight into interregional cooperation.

The SCINNOPOLI Policy Recommendations were presented with explanation of the applied SCINNOPOLI methodology including SWOT analysis. The SCINNOPOLI Policy Recommendations summarise the partners’ Good Practices in monitoring of regional innovation policy as well as SCINNOPOLI experiences and case studies in terms of improvement of the monitoring system including the import of Good Practices from the partner regions as core of the Regional Action Plans. SCINNOPOLI partners have identified 12 Policy Recommendations and further preferable framework conditions for setting up an effective monitoring system for regional innovation policy.

Beside the Policy Recommendations the online tool was presented for selection of appropriate monitoring instruments according to the individual needs of the user. The selection procedure is based on four questions. Target groups of this online application are regional authorities responsible for monitoring and evaluation of innovation policy and further institutions being involved in these monitoring activities.
After the plenary session the conference participants had the opportunity to participate in one of three parallel workshops with the topics “How to establish a monitoring system for regional innovation policy?”, “Turning input into impact – lightening the black box” and “S³ Smart specialization and selection of indicators for ROP 2014-2020”. A poster exhibition has provided overviews over the Regional Action Plans, provided Good Practices and the Lessons learnt.

As highlight of conference all SCINNOPOLI partner regions have signed and presented their Regional Action Plan with concrete implementation concepts for improving the monitoring and evaluation of regional innovation policy.

On 27th and 28th of September 2011 the SCINNOPOLI partners have organized their 8th project meeting in Pamplona/Navarra on the venue of CITEAN, the Automotive Technological Innovation Centre of Navarra, one actor of the regional innovation system.

As this meeting was the last project meeting before the signature of the partners’ Regional Action Plans (RAPs) particular emphasis was put on the discussion about the finalisation of these Regional Action Plans. Most partners have achieved very significant progress in their RAP concept development with overall regional consensus – In these cases no problems are expected in terms of signing the Regional Action Plans by the responsible organisation for monitoring of regional innovation policy and the following implementation of the RAP concept.

Luisa Sanches from the European Commission, DG Regio, has participated as Fast Track member in parts of the project meeting via video conference. Her participation was in particular for those partners of high benefit when the finalisation of the Regional Action Plans requires some more political involvement. Luisa Sanches has given feedback on the single RAPs and provided advice for further consensus building, in particular for some individual critical issues which came up during the RAP review session in Pamplona.

Videoconference Group Workshop
SCINNOPOLI partners will present their experiences and results of the Regional Action Plan development at the SCINNOPOLI final conference on 8th November 2011 in Györ/Hungary. Beside the plenary session participants can chose between three parallel workshops with the topics “How to establish a monitoring system for regional innovation policy?”, “Turning input into impact – lightening the black box” and “S³ Smart specialization and selection of impact indicators for ROP 2014-2020”.

The next SCINNOPOLI project meeting is scheduled in the partner region of West-Transdanubia for 7th to 9th November 2011 hosted by the West Transdanubian Regional Development Agency.

On 28th and 29th of June 2011 the SCINNOPOLI partners have organized their 7th project meeting in Bari/Puglia


Main emphasis was put on the review of the current status of the partners’ Regional Action Plans, the Transfer Workshop of the host region Puglia and the concept elaboration for the Policy Recommendations which will be published at the SCINNOPOLI final conference on 8th November 2011 in Györ/Hungary – have you already saved the date?

In the review session of all Regional Action Plans every partner has presented its concept for improving the impact monitoring system of innovation policy in the own region. Like in the former meeting in Marseille partners were able to demonstrate remarkable progress in their concept development. Even though there is a pile of work for the SCINNOPOLI Partners left in order to be able to sign the Regional Action Plans during the Signature Ceremony at the final conference.

Group Rennes
In the Puglia Transfer Workshop our Italian partner ARTI and further stakeholders of Puglia presented the current status of impact monitoring of the regional innovation policy and discussed with the SCINNOPOLI partners how to import relevant partners’ Good Practices. ARTI is very advanced in the concept development with strong backing by the region of Puglia and regional stakeholders. ARTI itself, but also regional stakeholders, are already running first feasibility checks for smooth adaptation of the imported Good Practices according to the regional requirements. Thus the workshop was very pragmatic with very intensive and hands on discussions.

For elaboration of the SCINNOPOLI Policy Recommendations an own workshop was organized during the Bari meeting. The Policy Recommendations will summarize the results of the SCINNOPOLI project in terms of monitoring of regional innovation policy and document the experiences of preparing an implementation concept for the import of related Good Practices. Instead of a thick guidebook the SCINNOPOLI partners are working on an online tool for identification of appropriate Good Practices for monitoring of regional innovation policy based on few questions. Target group are regional authorities responsible for monitoring and evaluation of innovation policy and further institutions being involved in these monitoring activities.

Taking into account the considerable progress of the current status of the partners’ Regional Action Plans and the very intensive collaboration of the partners – not only during the meeting, but also in between the project meetings with 15 staff exchanges and additional bilateral meetings – the SCINNOPOLI project is on the right track – with Fast Track support by the European Commission.

The next SCINNOPOLI project meeting is scheduled in the partner region of Navarra for 28th and 29th of September 2011 hosted by the government of Navarra.

From 6th to 8th of April 2011 the SCINNOPOLI partners have organized their 6th project meeting in Marseille/Provence-Alpes-Côte d’Azur.

This time two Transfer Workshops were organised. In the Transfer Workshop for the host region Provence-Alpes-Côte d’Azur (PACA) several regional stakeholders participated. Gabriella Fiori and Emilie Calmes from the host Méditerranée Technologies gave an overview over the Regional Innovation Strategy in PACA with work in progress in 12 priority areas. For several of these priority areas like “The observatory” or “PACAInnovation” the provided Good Practices from the SCINNOPOLI partner regions have been analysed for potential import and integration. Therefore partners had prepared focussed presentations and discussed monitoring objectives, methodology and transferability to PACA with the stakeholders from the host region.

Group Rennes

The second Transfer Workshop – organized by the regional government of Lower Austria –focussed on further improvement and roll-out of the Balanced Scorecard methodology as integrated monitoring system for the regional innovation policy of Lower Austria, which is not only applied by the government itself but also by all relevant innovation service providers of the region. Lower Austria presented the set of objectives and indicators for the “BSC for the Lower Austrian Economic Policy” with very intensive discussion among all partners.

In the review session of the Regional Action Plans (RAP) and the Regional Project Status (RPS) every region presented its current situation, gained interim results so far and next steps by using a standardized structure. Most partners have already gained remarkable progress in development of the implementation concept of their Regional Action Plans. Several partners like Puglia and Wielkopolska are already running feasibility checks for part of their implementation concept in form of pilot actions.

In the project meeting the lead partner Lower Austria and Component 3 coordinator IWT Flanders informed the partners among others about the submitted 2nd progress report and discussed with them a concept for the policy recommendations which will be published at the final conference on 8th November 2011 in Nyugat-Dunantul. Save-the-date for your participation!

In addition to the project meeting partners organised several bilateral meetings and staff exchanges during this week in Marseille. Generally the exchange among the partners is very intensive: approx. 20 staff exchanges and bilateral meetings are already organized by the SCINNOPOLI partners by now. And further will follow.
The next SCINNOPOLI project meeting is scheduled in the partner region of Puglia from 27th to 29th of June 2011 hosted by ARTI.
